Crystal Offshore Middle East and PEC Ltd Sign Strategic MOU

Crystal Offshore Middle East LLC, a leading provider of integrated shipyard and offshore support services, is pleased to announce the signing of a Memorandum of Understanding (MOU) with PEC Ltd, an integrated engineering solutions provider offering engineering, procurement, construction (EPC), maintenance/turnaround services and modular solutions for the energy and marine industries.

This strategic partnership signifies a mutual commitment to collaborate on upcoming offshore, marine, and energy infrastructure projects across the Middle East. Under the MOU, Crystal Offshore will provide shipyard infrastructure, repair and maintenance services, while PEC Process Systems will deliver advanced engineering design, modular process equipment fabrication, and installation services.

“We are proud to formalize our relationship with PEC” said Stephen Martin, Vice President at Crystal Offshore Middle East. “This partnership allows us to offer our clients a complete value chain solution within Khalifa Port utilising the logistical advantages of both companies being located within the same facility—from yard-based execution to engineered process systems integration—meeting the demands of today’s complex offshore and marine projects.”

The MOU paves the way for the two companies to jointly pursue EPCIC opportunities, leveraging both companies' state-of-the-art yard facilities in the UAE and proven technical capabilities in designing and delivering complex process systems, such as Separation units, ESD modules, flare systems, and utility packages.

“Robert Dompeling, Group Chief Executive Officer of PEC added, ”Our partnership with Crystal Offshore gives us a reliable shipyard execution platform in the region, strengthening our ability to support clients from design through to commissioning. Together, we aim to deliver efficient, compliant, and schedule-driven solutions to the offshore sector.”

The collaboration is expected to support regional energy development initiatives, including FPSO topsides integration, jack-up rig life extension projects, and brownfield modifications for both national and international oil companies.
